This session lays the groundwork for achieving maximum effectiveness as a county government by focusing on the structure of county government. Participants will learn about the evolution of county government in South Carolina. Included will be a discussion of the change from “supply bills” to “Home Rule.” Additionally, attention will be given to the roles and responsibilities of various county officials; communicating effectively with citizens; and, differences between policy formation and policy implementation.
